THE CONSTITUTION OF THE PEOPLE - THE KING
I. The King
The King shall be the symbol of the State and the
symbol of unity for the Morovian people.
Article 1
The Executive Powers of the Government of the Kingdom shall hereby be vested in the King, or in such cases pursuant to
Article 2.
Article 2 [Succession]
The Crown of the Kingdom shall be inherited by direct hereditary succession by the descendants of the Royal House of Morovia. There shall be no
difference whether the Sovereign is a man or woman. A Queen shall possess all the rights, privileges, and responsibilities that are entitled to a King.
In the event that the King has no direct
descendants, he shall submit a successor for the approval of the Royal Assembly. If the proposed successor is approved by a two-thirds majority vote, he shall be granted all the rights, privileges, and responsibilities
that are entitled to a King of royal descent. If the proposed successor is not approved by a two-thirds majority vote of the Assembly, he shall be disqualified, and the King asked to submit another successor for the
approval of the Assembly. The King is permitted to submit a total of two successors, if both times the King's proposed successor is refused, the Assembly will be required to nominate their own successor, to be approved
both by the King, and a two thirds majority vote of the Assembly. The Assembly is permitted to submit a total of two successors, if both times the Assembly's proposed successor is refused the King and the Assembly's
proposed successors will be voted upon by a general election of the general population.
Article 3 [Prosecution]
The King's person is sacred; he cannot be censured
or accused. The responsibility rests with his Cabinet.
Article 4 [Coronation]
Upon the accession of the King, and only after a period of one month, shall the Coronation
festivities commence. During the Coronation ceremony, which will be determined by precedent, the King shall recite the following oath: "I promise, and swear that I will govern the Kingdom of Morovia in accordance
with it's Constitution, so help me God."
Article 5 [Appointments]
The King shall appoint the Peoples Representative, as designated by the Assembly.
The
King shall appoint the Justices of the High Court of Morovia, subject to the majority approval of the Assembly.
The King shall appoint other Members of the Government, as designated by Law and
Decree.
Article 6 [Cabinet]
The King shall preside over a Cabinet of Ministers, which he shall appoint from among the Morovian citizens entitled to vote. This Cabinet shall
consist of the Peoples Representative, as well as no less than three Members.
Article 7 [King's Absence]
During his travels within the Kingdom and abroad, the King may delegate
the administration of the Kingdom to the Cabinet headed, in his place, by a designated Regent. The Cabinet shall conduct the Government in the King's name and on his behalf. It shall scrupulously observe the provisions
of this Constitution, as well as such particular directives in conformity therewith as the King may instruct.
The matters of business shall be decided by voting, where in the event of the votes
being equal, the Regent, or in his absence the Peoples Representative, shall have two votes.
The Cabinet shall make a report to the King on matters of business, which it thus decides.
Article 8 [Dismissals]
The Peoples Representative and the other Members of the Cabinet, may be dismissed by the King without any prior court judgment, after he has heard the opinion of the
Cabinet on the subject. The same applies to senior officials employed in Government offices or in the diplomatic or consular service, to the highest-ranking civil officials, commanders of regiments and other military
formations, commandants of forts and officers commanding warships. The next Assembly shall determine whether pensions should be granted to senior officials thus dismissed. In the interval they shall receive two thirds
of their previous pay.
Article 9 [Council of Arms]
The King shall appoint a Council of Arms of which he or another member of the royal family will preside over. The Council
shall be composed of such a Chairman, and no less than three Morovian citizens entitled to vote. This Council shall act on behalf of the King when conferring honors upon Morovian citizens as well as foreigners. The King
shall have the right to grant honors and titles without the consent of the Council, and shall do so at his own discretion.
Article 10 [Military]
The King shall serve as
Commander-in-Chief of the Morovian Armed Services, which consists of His Majesty's Army, the Royal Navy, as well as His Majesty's Air Force. They may not be transferred to the service of foreign powers, nor may the
military forces of any foreign power, except auxiliary forces assisting against hostile attack, be brought into the Kingdom without the consent of the Assembly.
